Constable Lazaro “Larry” Gallardo was sworn in as president of the Justices of the Peace and Constables Association of Texas by Matagorda County Justice of the Peace Suzan Thompson at the 65th JPCA Annual Conference and Seminar held in Kerrville, Texas on June 6, 2009.
The Justices of the Peace and Constables Association is a professional organization that serves to protect the joint heritage and the authority of the offices of Justices of the Peace and Constables. JPCA has approximately 2,200 members and is one of the largest associations of county elected officials in the state.
The association’s legislative committee and lobbyists serve as watchdogs for adverse legislation and work to pass bills that are beneficial to the JPCA. The association is also primarily instrumental in providing the extensive training and education hours required of
both offices.
As president of JPCA, Constable Gallardo’s duties include overseeing Education committees for judges, constables, deputies, and clerks which is funded yearly from the Texas Court of Criminal Appeals. These funds (approx. $1.8 million) are administered by Texas State University and the Texas Justice Court Training Center, which in turn provide educational seminars across the state. Other duties of the president include lobbying with legislatures in support or opposition of bills that might affect justices of the peace and constables in providing service to constituents.
Constable Gallardo has served Hidalgo County and Precinct 3 as Constable since 2001. He has also been an active member of JPCA for the last eight years where he has served on the Constable Education Committee, and he has held a position on the board for the last four years. Among other positions held, Constable Gallardo, serves on the prestigious Board of Directors of the Texas Association of Counties, which he has held since 2007. He is also past president of the South Texas Justices of the Peace and Constables Association.
In 2007, Constable Gallardo was awarded Constable of the Year for the State of Texas and was recently given a lifetime membership with voting privileges from JPCA. He is the first Constable south of San Antonio to become president of the Justices of the Peace and Constables Association.
